Customer-Facing Guide
TL;DR
A2P rules are carrier / industry rules.
TCPA is U.S. law.
Those are different frameworks and they create different kinds of risk.
What A2P means
A2P (Application-to-Person) refers to business texting frameworks used by carriers and industry groups. These rules influence deliverability and filtering, but they are not themselves the same thing as statutory law.
What TCPA means
TCPA is U.S. federal law governing consent, revocation, and telemarketing behavior. Legal exposure under TCPA is a legal question, not just a product question.
How this relates to Sendblue
Sendblue’s normal SMS fallback path uses Sendblue’s P2P network.
Customers who need a formal legal interpretation for their campaign or jurisdiction should make that decision with legal counsel.
From a product best-practices standpoint, consent, opt-outs, pacing, and engagement still matter regardless of how a customer thinks about A2P vs TCPA.
